As far as any materialistic object is concerned there cannot be a statement that fulfils the condition of not truth and not false. An object could be unknown or mysterious and people may for perception about it which might be entirely opposite to each other. Here neither anybody is true nor false. But both of them are not even near to the absolute truth or absolutely false. And a logical and rational analysis of that object can reveal its true nature. Therefore, for the time being, we can consider the object oscillating between truth and false.
Furthermore, the question arises if any non-materialistic thing like behaviour, morals, ethics, emotions and perception etc. can justify this statement. Before moving to the examples we have to understand that any one of us is not living as a single being. We always have two sides of our personalities. One that we show to the outside world and the other is the self which is our inner world. There is a reason behind that and that is a legitimate reason for having two personalities. We grow up in a social structure where we have to live according to the rules and norms of society. We do have freedom but that is limited to the boundaries of the social structure. And this social structure may vary as we change the demographics. This includes your upbringing, economic condition, your belief system and your surroundings. These factors shape our external personality. On the other hand, we cannot deny the fact that we are only one of the species out of millions of species present in nature and nature has defined some rules which is obeyed by every species unintentionally. The need for food, shelter, security and reproduction are the basic rules which sustain the ecosystem of nature. Being human we have the freedom to think at any level which is not enjoyed by most of the species and this gives birth to our inner personality. This personality will always be different from the external personality. However, there will be some overlaps between the two sides but still, there will be something that you avoid to show to the external world.
Keeping in mind this concept, anything that we speak or express is neither absolutely true nor false. Let me give some examples now:
When I say “I love you”, it means that there is some feeling in me which is loving you. But you love something about someone only and not everything in that person is loved by you. You might hate that trait but when you evaluate it in totality then the expression is “I love you”. So it is neither false but not even true.
“He or she is a very compassionate person, he or she can go to any level to help anyone.” The truth about this statement is that one is looking compassionate from the outside but within one might be helping due to sympathy or fear. So the clash between the inner self and outer reflection makes this statement neither true nor even false.
There are other generic statements which we give in our day-to-day life where we cannot define how good or bad someone or something is but we compare it with any extreme emotion or object.
“He is an asshole” Is he really an asshole?
“She is a sizzler”
When I say “You have wasted my time” then it is not true as I am the one who let the other one waste my time. And it is not false also as there was something the other person had which was interesting for me.
The last thing that can be added to this statement is the philosophy of God. Many people have searched for its existence or truth but everyone came to a conclusion that is partially true and rest false. The proofs they give are taken from the past and may or may not be applicable in the future. Philosophers who think on the concept of “not true” land to the conclusion “neither true nor false” and similar is the conclusion of the philosophers who think on the concept of “not false”.
